In the murky world of online streaming and gambling, Twitch.tv has become an unexpected haven for unregulated gambling sites that operate in a legal gray zone, potentially putting viewers at significant risk.
Unlicensed poker site and online casino America’s Cardroom stands out as a particularly egregious example of unregulated online gambling sites thriving on Twitch.tv.
An investigation by CasinoIndustryNews.com has uncovered troubling practices surrounding online poker site and casino, ACR Poker, dubbed ‘Americas Cardroom’ (sic) – a historically scandal-ridden gambling site that is operating with no gambling license, yet which maintains a prominent presence on Twitch.tv – one of the world’s largest streaming platforms and across social media.

The random-number-generator certification displayed on the ACR website issued by gambling-certification company ITech Labs is suspicious, as it is a screenshot, with no clickable verifiable link.

Our researchers reached out to ITech Labs on multiple occassions to confirm that the screenshot of the certificate above is legitimate, but no response was received at the time of the publication of this article.
Despite having no verifiable gambling license in any recognized jurisdiction, ACR Poker has managed to establish a robust presence on Twitch – with 36,600 followers on the ACR Twitch.tv page, which features clear calls to action to sign up to ACR Poker, in addition to the calls-to-actions and promotions pumped in the streams ACR publishes.
Worryingly It appears that the brand is also a “Twitch Partner“ which provides the brand with ‘a larger share of revenue from ads, subscriptions, and Bits, plus access to exclusive features, priority support, and opportunities for channel customization and growth’.
That’s not all. The brand has infiltrated the twitch-waves via a coordinated group of what appears to be poker-playing affiliates masquerading as brand ambassadors. The team dubbed ‘ACR Stormers’ even has its own branded team page on Twitch, which is also used for customer recruitment.

As well as the ACR Stormers, the brand has partnerships with multiple high-profile streamers, who assist the brand in luring customers to the unregulated ACR poker and casino website via banners, bonus codes and affiliate links.
Is the site “illegal”?
The Winning Poker Network (ACR) repeatedly ignored demands from Kansspelautoriteit (KSA), the Dutch Gambling Authority to stop operating illegally (without a license) within the Netherlands, finally receiving a $1.34 Million fine for the Winning Poker Network In January, 2025.
Exposure via other streamers, Twitch Partners & Team GGPoker Players
It’s not uncommon to see Twitch partners like poker streamer All In Pav (a GGPoker “sponsored pro”) streaming tournaments on this unregulated poker room to Twitch and Youtube (which recently announced a crackdown on this type of thing). One might speculate that some kind of financial arrangement is in place behind the scenes, as none of the other top 20 streamers on Twitch sully themselves by legitimizing this dubious brand with air-time.

It’s Not Just Poker…
The problem extends beyond just poker. Many ACR-affiliated streamers are simultaneously promoting unregulated casino games within their stream bios and during live broadcasts. This multi-platform approach creates a near-constant stream of gambling content that operates entirely outside traditional regulatory frameworks.
Back in 2022, Twitch unveiled an updated policy “prohibiting streaming of certain sites that include slots, roulette, or dice games and aren’t licensed either in the U.S. or in other jurisdictions that provide sufficient consumer protection”.
Why ACR Poker (which also makes casino games available) has not been flagged remains a mystery.
Viewer Risks and Ethical Concerns
The implications are significant:
Lack of Consumer Protections: Unregulated sites operate without the safeguards typically mandated by licensed gambling operators.
Problem Gambling Exposure: Young and potentially vulnerable viewers are exposed to gambling content with no meaningful age restrictions or responsible gambling warnings.
Game Integrity Questions: Without regulatory oversight, there’s no independent verification of game fairness or random number generation. The ACR brand has seen numerous accusations of botting & cheating on the site going unpunished and even instances of their “pro” influencers using prohibited poker solver software while playing on the ACR site itself.
The Streaming Platform’s Responsibility
Twitch has previously taken steps to regulate gambling content, including a partial ban on certain gambling sites in October 2022. However, the platform appears inconsistent in its approach, allowing sites like ACR Poker to maintain a significant presence.
Legal and Ethical Gray Areas
The situation raises critical questions about platform responsibility:
How can a major streaming platform continue to host content from gambling operators with no legitimate licensing?
What mechanisms exist to protect viewers from potential fraud or predatory gambling practices?
Are streaming platforms becoming inadvertent enablers of unregulated online gambling?
Why do legal gambling sites like GGPoker work with influencer poker players who continually play and stream on (and therby promote) dubious poker sites?
Negative Impact For Consumers & The Industry
This investigation reveals a broader issue in the online streaming and gambling ecosystem. As content creation becomes increasingly monetized, the lines between entertainment, advertising, and potentially harmful gambling promotion continue to blur.
Until content streaming platforms like Twitch implement more rigorous screening and content policies, viewers remain at risk. The current approach seems to prioritize engagement and profits over user protection and legal compliance.
Note: Attempts to engage Twitch directly about these concerns have been met with silence. A press inquiry sent to the platform’s PR department detailing specific concerns about unregulated gambling promotion, lack of consumer protections, and potential exposure of vulnerable viewers to illegal gambling sites—received no response.
