The WRC Commission met yesterday, 22 September, for the third time in 2025.
The meeting took place online and was chaired by Commission President Pernilla Solberg, who commented: “It has been a very busy few weeks in the WRC with two successful events in South America including an all-new event in Paraguay that was a fantastic addition to the calendar. We are working hard behind the scenes on refinements to regulations throughout the rally pyramid, and today I was very pleased to see a strong focus on addressing some of the key topics that have been raised by the rallying community over the past year. This proactive approach is something that we will carry forward to the end of this ultra-competitive 2025 season.”
The following is a summary of the matters discussed:
Rest Hours
The mandating of appropriate rest time for competitors and personnel working in the championship was discussed in detail during the Commission. A proposal was tabled following consultation between the FIA, WRC Promoter and the competitors, who have a common goal to ensure that itineraries allow the necessary time for those working on-event to recover between the competition sections of the rally. The aim is to improve consistency across all rallies and ultimately create safer working conditions for the crews, officials and volunteers who make the events possible.
The principles of the proposal were generally agreed, and a revised version is currently being developed and will be put to an e-vote in the coming weeks. Pending final approval, this update will be implemented as an Appendix to the Sporting Regulations from the 2026 season onwards.
Remote Service
To reduce the workload on team personnel and reduce costs, a proposal to restrict the number of Remote Service Zones to one per rally was approved. While the preferred methodology will be for organisers to create events that are as efficient as possible, other options may be submitted to the FIA for consideration.
Submission deadline for Itineraries
The proposal to extend the deadline for rally organisers to submit their itineraries from five and a half to six months was approved by the Commission. More specific information is also required, such as event maps, details of the planned promotional activities and any proposals for remote service and tyre fitting zones. The aim is to improve the overall consistency and ensure the highest standards for all events on the WRC calendar.
All regulatory changes are subject to approval by the FIA World Motor Sport Council (WMSC).
